MEASURE CUTS CLINTON'S APPOINTMENT OPTIONS-"Senate Joint Resolution 39 is an innocuous-looking three-sentence bill that says Congress "shall begin at noon on Tuesday, Jan. 27." But if Clinton signs it, as officials expect him to do, the president effectively reduces his options for making recess appointments" (The Washington Post).

HARMAN DISCUSSED AS POSSIBLE ARMY SECRETARY-"Rep. Jane Harman, D-Calif., a member of the House National Security Committee, is being talked about to be secretary of the Army-assuming Army Secretary Togo West is nominated to be secretary of Veterans Affairs" (The Washington Post).
