Howard, a leading expert on civil service and Founder of the Campaign for Common Good. His latest book is Try Common Sense: Replacing the Failed Ideologies of Right and Left. He has advised national political leaders on legal and regulatory reform for fifteen years, including former Vice President Al Gore and numerous governors.
