Since early 2019, the Trump administration has been trying to fold the Office of Personnel Management into the General Services Administration. But, according to an investigation by the Project on Government Oversight, the head of the Justice Department’s Office of Legal Counsel, told senior administration lawyers that it would be illegal to carry out the merger.
