The federal government’s top watchdog doesn’t mince words: “Mission-critical skills gaps within specific federal agencies as well as across the federal workforce pose a high risk to the nation because they impede the government from cost-effectively serving the public and achieving results,” the Government Accountability Office concluded in a 2015 analysis.

It’s not rocket science: For any organization to be effective, its employees must possess the right skills for the jobs at hand. That’s doubly true for federal agencies, where the missions are key to national security, a vibrant economy, public health and other national priorities. The challenges for agencies are manifold: identify the gaps; attract and hire the needed talent; keep everyone engaged and focused; and manage it all in a way that accounts for emerging technology and the inevitable changes it will demand.
