Sen. Bob Kerrey, D-Neb., today said he will introduce "encryption" legislation to make commercial and government business interests on the Internet more secure while protecting national security.
Kerrey said the three big issues at stake are government operations, national security and law enforcement, and commercial business on the Internet.
He said he plans to make the Clinton administration a "full partner" in developing the bill and also will work with businesses.
The White House already has expressed opposition to another encryption bill by Sen. Conrad Burns, R-Mont., out of concern it would compromise national security. But Kerrey said, "I think it's possible for us to do this and satisfy most of the market players."
