Federal pensions and health care benefits will be protected under the broad spending cuts coming as a result of the super committee's failure to agree on a deficit reduction package. But the automatically triggered cuts could mean more buyouts, or worse, furloughs and layoffs. And there remains the possibility lawmakers will target federal pay and benefits through separate legislation.
