OMB issues peer review guidelines on scientific data

The Office of Management and Budget on Thursday released revised draft guidance to federal agencies on the appropriate use of peer review for scientific information published by the government.

OMB first issued a draft of the bulletin Sept. 15 and published the revision after receiving 187 public comments, convening a public workshop on the subject at the National Academy of Science and conducting an interagency review.

Additions to the bulletin include a more extensive discussion of why peer-review guidance is needed, discretion as to what type of peer-review mechanism is needed, and exemptions for sensitive medical and safety information.

The revision also suggests a new process for public participation and requires rigorous review only for "highly influential" scientific assessments.

A 30-day public comment period has been set for the revised draft. The new rules will take effect later this year.
