Comings and Goings: Moving up at the IRS

The Internal Revenue Service has selected Mark E. Pursley to be national director of the newly created Account Management Division of the Electronic Tax Administration. The division will be responsible for expanding the volume of electronically transmitted tax and information returns.

Also at the IRS, William E. Boswell has been appointed chief of agencywide shared services and Gregory D. Rothwell has been named to serve has his deputy. The two will lead a division that will provide facilities, procurement, personnel and other shared services to other units within the IRS. The two will oversee a nationwide staff of about 5,200 employees.

Cynthia Orlando has been selected as the concessions program manager for the National Park Service. She will replace Robert Yearout, who is retiring. In her new position, Orlando will oversee more than 600 concessioners at 125 national parks, grossing over $700 million annually. She will also be responsible for policy, development of programs and oversight of the concessions program. Orlando will start in her new job Oct. 4.

The National Oceanic and Atmospheric Administration recently held a ceremony to recognize Evelyn Fields, the first African American and first woman to head the NOAA Commissioned Corps. Fields formally assumed command of NOAA on July 27.

The Defense Intelligence Agency was honored with the Joint Meritorious Unit award this week. The award recognizes the agency for its accomplishments from Oct. 1, 1996 to April 1, 1999. During this time, the agency spearheaded a modernization effort across the defense intelligence community that focused on improving collection operations and analysis and production. The award was presented during the agency's change of command ceremony, during which retiring Army Lt. Gen. Patrick M. Hughes turned command over to Vice Adm. Thomas R. Wilson.

Bennie Gregory, a checkpoint security supervisor at Los Angeles International Airport, has been awarded this year's National Screener of the Year Award. Federal Aviation Administration Administrator Jane F. Garvey presented the award to Gregory for working to ensure that potentially dangerous items and individuals are kept off of flights. He has passed every FAA test of his checkpoint since 1996 and has received a number of awards during his seven years on the job.
