The American Association for Budget and Program Analysis is looking for the best government budget analysts for a new awards program.

Winners of the new James L. Blum Award for Distinguished Public Service in Budgeting must have "a distinguished record of accomplishment in public budgeting, shall have been a respected leader in the budgetary community, shall have significantly advanced the state of knowledge in the field, and by personal example, shall have set an exceptionally high standard of achievement, professionalism and ethics for all public servants," the association said.

Blum was a leader at the Congressional Budget Office for more than two decades until his retirement earlier this year. Known as "Mr. CBO," Blum was acting director, deputy director, and assistant director for budget analysis during his career at CBO. He also worked at the Council on Wage and Price Stability, the Labor Department and the Office of Management and Budget.

Blum is a previous winner of the association's Distinguished Service Award, which is being replaced by the Blum Award.
