Comings and Goings: GPO's new chief librarian

The oldest information service of the federal government has a new leader. Sheila McGarr has been appointed chief of the library division of the Government Printing Office. The office administers the federal depository library program, which distributes books, documents, CD-ROMs and microfiche to more than 1,350 libraries nationwide. McGarr has worked at GPO since 1981, when she started as a depository library inspector.

Ronnie Blumenthal, director of federal operations at the Equal Employment Opportunity Commission, has announced she will retire at the end of this year. Carlton Hadden has been appointed acting director while Blumenthal finishes out her time at the agency working on a special project with EEOC Chairwoman Ida Castro.

President Clinton announced he intends to nominate Paul Steven Miller to serve as a commissioner of the EEOC for a five-year term expiring in 2004. Miller has served on the commission since October 1994 and has served as co-chair of EEOC's Task Force on Alternative Dispute Resolution.

The National Labor Relations Board has a new inspector general, Jane E. Altenhofen. Altenhofen has been IG at the U.S. International Trade Commission for ten years.

Shereen Remez has been tapped to be the first chief knowledge officer at the General Services Administration. Remez will be responsible for helping GSA employees use information technology to get information they need to perform their jobs well. Remez has served as GSA's chief information officer since 1997. Bill Piatt, CIO of GSA's Public Buildings Service, will replace Remez as CIO. Both Remez and Piatt will take over their new duties on June 15.

Health and Human Services Secretary Donna E. Shalala has announced that Dr. Edward R.B. McCabe will chair the newly created Secretary's Advisory Committee on Genetic Testing (SACGT). The 13-member committee was chartered last year to help the department formulate policies on the development and regulation of genetic tests, including DNA-based diagnostics. McCabe is a professor and executive chair for the Department of Pediatrics at the University of California, Los Angeles. He is also physician-in-chief of the Mattel Children's Hospital at UCLA.

Kudos to Dr. Sue Bailey, Rear Adm. Lillian Fishburne and Chief Warrant Officer Cindy Duncan, recipients of the 1999 Service to the Flag Awards by Women In Defense, a professional development organization for women in defense and national security agencies. Bailey is assistant Secretary of Defense for health affairs. Fishburne is the director of the Information Transfer Division for the Space, Information Warfare, Command and Control Directorate in Washington. Dunkle recently retired after twenty years of service in the Army. She spent 16 years in the special operations and controlled intelligence community.
