The Office of Management and Budget's (OMB) top management official, G. Edward DeSeve, is leaving his post to become a partner with consulting firm KPMG LLP. DeSeve has served as deputy director for management at OMB since his nomination to the position in March 1998. The Senate had not yet confirmed DeSeve in the position. At OMB, DeSeve's duties include coordinating the federal government's financial management, regulatory, procurement and technology policies.

The Pentagon recently announced the nomination of Air Force Major General Michael Hayden to appointment as the Director of the National Security Agency (NSA). Hayden would replace Lt. Gen. Kenneth Minihan.

The Defense Department's Inspector General, Eleanor Hill, is leaving her position. Hill took office at DoD in 1995. She previously served as chief counsel and staff director of the U.S. Senate Permanent Subcommittee on Investigations.

Rear Admiral William L. Stubblefield is leaving his position as director of the National Oceanic and Atmospheric Administration (NOAA) Commissioned Corps and Office of NOAA Corps Operations. The office operates and manages NOAA's fleet of environmental research and survey ships and aircraft. Stubblefield has been head of NOAA's uniformed service since 1995. He plans to retire to his home in Shepherdstown, W. Va.

Linda Tripp has joined the Pentagon's Defense Manpower Data Center in Rosslyn, Va. Tripp spent the past year working from her home, and previously served the Pentagon as head of the Joint Civilian Orientation Conference.

The U.S. Department of Agriculture has hired Juan Marinez to be national program leader in USDA's Office of Outreach. Marinez will help USDA repair its breach with minority farm workers. Marinez's background is in similar work. He spent the past 26 years implementing outreach programs for rural Hispanic communities at Michigan State University's Cooperative Extension Service.

President Clinton named Richard M. McGahey assistant secretary for the Pension and Welfare Benefits Administration at the Department of Labor. In this position, McGahey is charged with protecting the economic future and retirement security of working Americans.

Kudos to Dr. Vincent J. Russo, the recipient of the 1999 George Lubin memorial award for his work in developing Air Force and Defense Department weapons systems with innovative materials and processes. The award was given by the Society for the Advancement of Material and Process Engineering. Dr. Russo is the executive director of the Aeronautical Systems Center (ASC) at Wright-Patterson Air Force Base in Ohio, the highest level civilian job at ASC.
