The average adjusted basic salary for the 6,911 Senior Executive Service members in the federal government is $119,656, while the average salary for all full-time employees is $45,674, according to an Office of Personnel Management survey on the pay structure of the federal civil service as of March 31, 1998.
The average mean salaries by major geographic areas are: United States, $45,674; the Washington D.C. metropolitan area, $57,582; Foreign countries, $43,264; and U.S. territories, $44,824. The average salary for the 411 Executive Schedule employees is $122,771.
The full-time non-postal federal civilian employment population is 1,698,587, down 42,022 from 1997. General Schedule employees make up 74 percent of that total, while employees under other pay systems like the Federal Wage System comprise the other 26 percent of the population.
The majority of the federal workforce is employed in the United States (96.9 percent), with the remainder working in U.S. territories (0.7 percent) or foreign countries (2.4 percent), according to the survey. The Washington metropolitan area has the largest full-time federal workforce and the New York/New Jersey metropolitan area has the second largest concentration of government workers.
