Military shoppers have a new champion for improving their base supermarkets. The Defense Commissary Agency, which runs the military's nearly 300 grocery stores, has appointed Kaye Fannin as consumer advocate. Fannin is a 20-year employee of the commissary system. She recently won a Hammer Award from Vice President Al Gore for her work on the Defense Department's welfare-to-work initiative.

The Federal Aviation Administration has selected Thomas E. McSweeny as associate administrator for regulation and certification. McSweeny was director of the agency's aircraft certification service. McSweeny will oversee 4,300 employees and a $500 million annual budget. Before coming to FAA, McSweeny worked for Northrop Aircraft Company.

Raymond L. Bramucci is the new assistant secretary of Labor for employment and training. He is heading up the Labor Department's Employment and Training Administration. Bramucci was previously executive director of the Seton Hall University Institute on Work and served as commissioner of the New Jersey Department of Labor from 1990 to 1994.

The Energy Department's deputy communications director, Carmen E. MacDougall has left the agency to become communications director at the Carnegie Endowment for International Peace.

K U D O S

The Department of Veterans Affairs has picked its Denver Distribution Center as winner of the annual Robert W. Carey Quality Award. The VA picked the center after center employees developed a software package that allows veterans to order prosthetic and audiology devices electronically.
