Kelley S. Coyner is the new administrator of the Transportation Department's Research and Special Programs Administration. Nominated by President Clinton last June, Coyner is the first Senate-confirmed woman to serve as administrator for the agency. Coyner joined RSPA in 1994 as the director of its Office of Policy and Program Support.

After being laid off from his chief economist and vice president position with the American Trucking Associations, Kenneth D. Simonson has joined the Small Business Administration, where he'll be a senior economic adviser to the chief counsel for advocacy, Jere W. Glover.

General Services Administration chief David J. Barram has named Susan B. Damour to be deputy regional administrator of GSA's Rocky Mountain region, where she will work for Regional Administrator Polly Baca.

Rear Adm. J. Timothy Riker has been named a member of the Reserve Forces Policy Board. The 24-member board, created by Congress in 1952, serves as the principal policy advisor to the Secretary of Defense on military reserve force matters. Riker is currently a senior Coast Guard reserve officer in Portsmouth, Va.

After serving 31 years in the federal government, Nicolas Toomer has retired from his position as deputy director of operational test and evaluation at the Office of the Secretary of Defense. After leaving, Toomer began working for a consulting firm in Arlington, Va.

Walter Biondi has retired from his post at the U.S. Customs Service after 30 years of government service. Biondi was the special agent in charge of the Customs Service's New England Region.

Robert C. Hillman, a Tobyhanna Army Depot personnel specialist, received the Roy Wilkins Renown Service Award at the National Association for the Advancement of Colored People's 89th annual convention in Atlanta. Hillman earned the recognition for "distinguishing himself by making significant contributions to the country and military in the area of civil rights, race relations, equal opportunity and public service programs volunteer efforts."
