Sylvia Mathews, President Clinton's deputy chief of staff, is moving over to the Office of Management and Budget to become deputy director. Mathews will replace Jacob Lew, who has been nominated to head OMB. Mathews was previously Treasury Secretary Robert Rubin's chief of staff.

New Postmaster General William J. Henderson has named Clarence E. Lewis Jr. chief operating officer and executive vice president for the Postal Service. Lewis was head of the service's seven-state Allegheny region. He replaces Jon M. Steele, who temporarily filled the position when Henderson was named postmaster general last month.

The Office of Special Counsel has a new director of congressional and public affairs. Jane McFarland joins the office after 20 years as a Senate staffer. For the past 12 years, McFarland was on the staff of the Senate Governmental Affairs Committee.

The Federal Aviation Administration made two major appointments this week. David F. Traynham, a staff member at the House Transportation Committee, is taking over as associate administrator for policy planning and international aviation. And Chester M. Lewis has been appointed to FAA's National Resource Specialist team, which is helping advise the aviation industry on safety matters. Lewis is the chief scientific and technical advisor for engine system dynamics and safety for the FAA's aircraft certification service.

Coast Guard Commandant Adm. Robert E. Kramek retired last week after 41 years in the service. Kramek will be succeeded by Adm. James M. Loy.

K U D O S

National Institutes of Health scientists Dr. Susan Gottesman and Dr. Malcolm Martin have been elected members of the National Academy of Sciences. Gottesman is chief of the biochemical genetics section of the National Cancer Institute's Laboratory of Molecular Biology. Martin is chief of the National Institute of Allergy and Infectious Diseases' Laboratory of Molecular Microbiology.
