Clinton issues contract preference rules
President Clinton issued new federal contracting guidelines Wednesday that attempt to provide preferences for small, minority-owned businesses within the confines of recent Supreme Court decisions limiting affirmative action programs, USA Today reports.
The guidelines allow small disadvantaged businesses to receive a price credit of up to 10 percent in bidding for federal contracts. The credits, Clinton said, will be available only in industries that can show the ongoing effects of discrimination.
