Army National Guard Maj. Gen. Michael W. Davidson and Air Force Reserve Maj. Gen. Robert A. McIntosh have been picked as assistants to the chairman of the Joint Chiefs of Staff, Gen. Henry H. Shelton. Davidson and McIntosh will advise Shelton on National Guard and Reserve matters beginning in June.

The Environmental Protection Agency has picked Texas environmental lawyer Gregg Cooke to head up the agency's Region 6 office, which covers Arkansas, Louisiana, New Mexico, Texas and Oklahoma. Cooke joins the agency from Haynes and Boone, LLP of Dallas, where he specialized in brownfields redevelopment and permitting issues.

The Bonneville Power Administration is the first federal power marketing agency to have a female director. Judy Johansen, a former policy advisor for the administration who most recently was vice president of business development at Portland, Ore.-based Avista Energy, replaces Randy Hardy, who resigned last October.

Richard Barnes, deputy director for field operations at the Federal Mediation and Conciliation Service, is taking over as acting director of the agency following the departure of John Calhoun Wells. Before he left, Wells also appointed mediator Jane A. Lorber as FMCS general counsel.

Energy Department Chief Information Officer S. W. "Woody" Hall is switching agencies. Hall is heading over to the Customs Service to replace Customs' CIO Edward Kwas, who retired earlier this year.

Gary J. Krump, Veterans Affairs' deputy assistant secretary for acquisition and materiel management, has been elected as a fellow of the National Contract Management Association. The honor is bestowed on executives who have made outstanding contributions to federal acquisition and contract management.
