President Clinton will nominate G. Edward DeSeve to be deputy director of the Office of Management and Budget for management, the White House announced Thursday.
DeSeve, who has been acting deputy director for several months, also serves as OMB's controller. Since new White House year 2000 czar John Koskinen left OMB last July, DeSeve has been appearing before congressional committees to defend the administration's stance on a number of management issues, including the Government Performance and Results Act and privatization proposals.
Before going to OMB, DeSeve was the chief financial officer at the Department of Housing and Urban Development from 1993 to 1994. Prior to that, he worked in the financial services industry in the private sector. DeSeve has also worked for the city of Philadelphia and as a special assistant to Pennsylvania Gov. Robert Casey.
As deputy director for management, DeSeve will be responsible for coordinating the government's financial management, regulatory, procurement and information technology policies.
DeSeve will head several interagency groups, including the President's Management Council, the Chief Information Officers Council and the Chief Financial Officers Council.
