CLINTON PROPOSES SPENDING $25 BILLION ON EDUCATION-"President Clinton proposed Monday to spend nearly $25 billion over the next decade on reducing class sizes in elementary schools, building and renovating schools and addressing a variety of other problems in the nation's education system (The Washington Post).
