NEW DEBT-COLLECTION EFFORT YIELDS LOW RETURN SO FAR-"The government has been instructed to do a better job of collecting on its bad debts, and, perhaps not surprisingly, the enterprise is off to a slow start" (The Washington Post).

STATES WANT U.S. OUT OF TOBACCO DEALS-"The nation's state attorneys general have asked the federal government to keep its hand out of their tobacco settlements" (The Washington Post).

'FULL FREIGHT' HEALTH PLANS-"A considerable number of the 10 million people covered by the Federal Employees Benefits Program never worked for Uncle Sam. Many have never even been in a government office" (The Federal Diary).

CONFERENCE ANNOUNCEMENTS

Government Technology Leadership Institute

Dec. 2-3. "Leading Change, Leveraging Technology." Marriott Metro Center, Washington, D.C. Through examination of case studies and practical theories, the institute will demonstrate the pontential and pitfalls of IT initiatives, explain key laws and regulations, and teach how best to evaluate the performance of ongoing technology programs.
