Sen. Sam Brownback, R-Kan., today will introduce legislation today to "return legislative powers to Congress by requiring Congress to vote on proposed rules and regulations before they can take effect."
Brownback said his Congressional Responsibility Act is needed because too much law-making power has been given to the executive branch, a development that he said violates the Constitution.
Rep. J.D. Hayworth, R-Ariz., will introduce companion legislation in the House.
