Mainstays of GSA's OASIS Contract Office Take New Jobs

Federal Acquisition Service continues reorganization.

The General Services Administration’s vaunted integrated services contract has lost its top four managers as they moved to a GSA division more focused on information technology, the agency confirmed on Tuesday.

The result is a whole new command at the One Acquisition Solution for Integrated Services contract (OASIS), a unique vehicle through which agencies can buy commercial and noncommercial services in program management, management consulting, logistics, engineering, science and finance.

Because the moves come at a time of dramatic reorganization of the Federal Acquisition Service, some in industry were shocked and concerned that the timing may disrupt the fourth-quarter buying season, according to reporting on FCW’s Washington Technology site.

OASIS managers Todd Richards, Tommy Thomas, Valerie Bindel and Cat Renfro have taken undefined jobs at GSA’s Federal Systems Integration and Management Center (FEDSIM), which focuses on complex agency acquisitions.

The moves out of OASIS, effective on July 24, were voluntary, a GSA spokeswoman told Government Executive. “OASIS contracting officers within FAS' Office of Professional Services & Human Capital Categories have done an excellent job since the program's inception to provide customer agencies with access to industry partners who provide complex professional services,” said Tiffany Hixson, assistant commissioner in FAS’s Office of Professional Services & Human Capital Categories. “As with all programs, personnel changes and departures are a natural part of professional development and program evolution.” 

Hixson stressed that OASIS, as one of two professional services contracts in FAS’s new professional services and human capital portfolio, “is a contract of choice for many agencies.” Use of the contract vehicle—notably by Defense Department components-- is expected to achieve $3 billion in obligations this fiscal year, exceeding its plan by some $1 billion.

The new OASIS management team is Alexandra Rouse, Sheila Morrison, Robin Tice, Shaun Hankton and Carley Graham.
