An Office of Personnel Management survey found that many members of the Senior Executive Service have been the subject of grievances or investigations.

  • 59% have been the subject of a grievance.
  • 27% have been the subject of an inspector general or Office of Special Counsel investigation.
  • 30% have been the subject of an anonymous allegation to an inspector general or to the Office of Special Counsel.
  • 55% have been the subject of an EEO complaint.

Managers Adrift

The federal supervisors who report that they have the resources and the authority to do their jobs well are in the minority.

  • 44% say they would leave their jobs for nonsupervisory posts if they could earn the same pay.
  • 46% say they are able to spend an appropriate amount of time coaching, teaching, and supervising employees.
  • 37% say they have sufficient control over their organization's outcomes.
  • 30% say that their organizations spend sufficient resources locating good candidates for jobs.

Managerial Snapshot

There were more than 205,000 managers and supervisors in the federal government as of December 2003. The demographics of the group are changing, but the average manager is still a middle-aged white male.
