For the past decade, the FDA's dietary supplement unit has struggled to get the appropriate resources for its enforcement efforts. While the unit's funding has increased recently, some of the money has been funneled to other FDA programs or has been earmarked for other purposes, such as research projects. As a result, staffing in the unit has dwindled.
