SA's Public Buildings Service Office of Building Performance surveys 300,000 to 400,000 federal tenants every other year. Program facilitator Peter Ford says the surveys show it's the "people skills" side of the business that determines whether occupants are satisfied or not. "You have to keep them informed, get back to them when they ask for things," says Ford.

When his office started surveying GSA tenants in 1993, satisfaction was at 74 percent. Last year it was at 80 percent, and the agency is aiming higher.

"What we'd really like is to know the relationship between this and the productivity of those in the building. Satisfaction is only one piece of that," says Ford. His office is working with the University of California to measure the effect of ventilation on job performance.
