Michael P. Dolan
Born in Dubuque, Iowa, in 1948, Dolan went to work for the IRS in Washington following his graduation in 1971 from the University of Notre Dame. After earning a law degree from George Washington University in 1976, he was sent to San Francisco in 1982 as assistant commissioner for resources management in the agency's western region. Three years later, he returned to Washington to become the IRS's assistant commissioner for human resources.
In 1989, Dolan was named to head the IRS's Atlanta-based southeastern region. He was promoted to deputy commissioner, the agency's senior civil service post, in 1992. He served in that job for more than six years under four IRS commissioners.
Regarded as an innovator in quality control and labor-management relations improvements, Dolan won Meritorious Presidential Rank awards in 1987 and 1994 in recognition of his pioneering achievements.
