o enter the PMI program, an individual must be completing or expecting to complete a master's or doctoral-level degree from an accredited college or university during the current academic year and must be nominated by the dean, director or chair of the program.

The schools design their own nomination processes. Criteria for nomination include exceptional academic achievement, demonstrated capacity for leadership, potential for future professional growth and a commitment to a career in public service. Each degree-granting program may nominate up to 10 percent of its total number of graduates who will receive advanced degrees during the current academic year or five graduates, whichever is greater.

The application form is made available to colleges and universities each fall and also can be obtained from the Career America Connection at 912-757-3000, the Federal Job Opportunities Board at 912-757-3100 or on the "USA Jobs" Internet site at www.usajobs.opm.gov.

Applicants participate in an assessment process conducted in January and February in 23 cities. That process produces a list of finalists, who are notified in March and then are given notices of employment opportunities. Those placed receive an initial two-year appointment, starting at GS-9 with promotion to GS-11 after one year. After completing the internship, individuals are eligible for conversion to
career or career-conditional status and for immediate promotion to GS-12.
