roups representing managers and executives finally wedged their way onto the National Partnership Council, the governmentwide labor-management committee. The Senior Executives Association will be represented by Phil Brand, a member of the SEA board of directors and a retired IRS executive. Michael Styles of the Marine Corps Air/Ground Combat Center in Twentynine Palms, Calif., the president of the Federal Managers Association, will represent FMA.

Managers and executives have sought seats on the labor-management council since it began in 1993. The council includes the presidents of the three largest employee unions, the head of the AFL-CIO public employee department, the Office of Personnel Management director, assistant secretaries of Treasury and Defense, the deputy director of the Office of Management and Budget, and the heads of the Federal Labor Relations Authority and the Federal Mediation and Conciliation Service.

When he added the two new members, President Clinton also extended the council's charter until Sept. 30, 1997. The council is charged with developing proposals for labor law reform, promoting labor-management partnerships in the executive branch, and applying best industry practices to government. In October it is to report to Clinton on partnership-induced productivity gains.
