Assessing barriers to Technology Modernization Fund implementation

The Technology Modernization Fund (TMF) is a central fund from which agencies can apply for loans to supplement major IT upgrades. To assess agency preparedness for TMF proposal submission, along with barriers to leveraging the fund, Government Business Council (GBC) polled a random sample of 106 government employees between May and June 2021.
