Almost one month after the government shutdown of 2013, federal executives are eager to get back to work and ensure their programs are on track with their mission objectives. In response to this, the Government Business Council (GBC), the research division of the Government Executive, launched a survey to the federal portfolio program management community to identify challenges and opportunities to working in government programs.
