Starting in April 2016, DOD will begin the rollout of its three-tiered "New Beginnings" appraisal system which eventually will cover most employees across the department. Employees will be rated as "unsuccessful," "successful" or "superior." The appraisal system, slated to be phased in across the department over several years, also will play a role in decisions to grant performance awards.
Another intended goal of the system is to cultivate more collaboration between employees and management. To that end, representatives of federal employee groups have been working together with DOD to develop the new system, which is being designed to keep employee-manager dialogue going year round, the report said.
