DOD to establish new performance appraisal system

The Defense Department announced it will establish a three-level performance appraisal system for most of its civilian employees.

The Defense Department announced it will establish a three-level performance appraisal system for most of its civilian employees that will "link organizational mission and goals to individual performance plans."

The announcement came as DOD released a report to Congress on its progress over the past six months toward implementing new civilian employee personnel authorities required by the 2010 Defense Authorization Act, which also which abolished the National Security Personnel System.

DOD said it has not yet established a timeline for implementing the new system—which would cover most of the department's 748,000 employees. DOD said it would work with national employee level unions as it develop policies on the new authorities.

Employees in the Senior Executive Service, Defense Civilian Intelligence Personnel System and Demonstration Lab system, will not be covered by the new system, according to a DOD news item.

The department said it will continue to provide periodic progress updates.
