President Clinton nominated Richard Holbrooke as the permanent U.S. representative to the United Nations. Holbrooke has served the Clinton administration as Ambassador to Germany and Assistant Secretary of State for European and Canadian Affairs.
President Clinton named Leonard R. Page General Counsel of the National Labor Relations Board (NLRB). Page is currently associate general counsel of United Auto Workers. The NLRB administers and enforces the National Labor Relations Act.
Former Sen. Carol Moseley-Braun, D-Ill., will accept President Clinton's nomination to become ambassador to New Zealand and Samoa. After defeat last November by Sen. Peter Fitzgerald,R-Ill., Moseley-Braun served as a part-time consultant to the Education Department where she was responsible for school construction outreach.
Former Rep. Barbara Kennelly, D-Conn., was named counselor to the Social Security Administration. Kennelly served in the House for 17 years and was the ranking member of the House Ways and Means Social Security Subcommittee before she left. Kennelly will report to the Social Security commissioner.
Robert S. Trotter has been named assistant commissioner for strategic trade and the northern border coordinator for U.S. Customs. Customs Commissioner Raymond W. Kelly said, "It is critical to have someone of Bob Trotter's caliber overseeing the issues related to the U.S./Canadian Accord and Strategic Trade."
U.S. Customs Commissioner Raymond W. Kelly also appointed Charles W. Winwood as the new assistant commissioner for field operations. Winwood previously served as assistant commissioner for strategic trade. Winwood will oversee the policies and procedures for Customs passenger and cargo processing into and out of the United States.
Commissioner Kelly also appointed Dennis H. Murphy as Customs' director of public affairs. Murphy served as the Customs port director in Norfolk, Va. Kelly also announced that the office of public affairs has been elevated to an executive level position that will report directly to the commissioner.
The National Board of Directors for the Cooperative Administrative Support Unit (CASU) named Mike Sneed as the executive director for the national CASU network program office. Sneed formerly served at the Office of the Secretary of Defense. The CASU Program is a voluntary interagency cost reduction initiative established in 1986 by the President's Council on Management Improvement.
Debbie Billet-Roumell has been appointed outreach specialist for the Office of Special Counsel (OSC). Billet-Roumell is the first person to assume the newly created position. She will be responsible for ensuring that federal workers are aware of their rights under the merit system. The OSC protects federal workers and applicants from prohibited personnel practices.
Regina M. Keeney has left her position as bureau chief within the Federal Communications Commission. Keeney has joined Dell Computer Corporation as the head of the company's Washington, D.C. government relations office.
Alison Maxwell, has left her position as staff writer and writer of "Comings and Goings" for GovExec.com and Government Executive magazine. Maxwell will continue to pursue her journalism career with Fairchild Publications. Katy Saldarini will assume Maxwell's responsibilities. The U.S. Army's 68th Transportation Company, based in Mannheim, Germany, and the U.S. Air Force 422nd Air Base Squadron, based at RAF Croughton, U.K., were awarded the Phoenix award by the office of the assistant deputy undersecretary of defense for maintenance policy, programs and resources. The Phoenix award recognizes outstanding performance among military maintenance organizations. Two awards are given in three categories: small, medium, and large active and reserve units.
The U.S. Air Force 48th Equipment Maintenance Squadron, based at RAF Lakenheath,U.K., and Marine Aviation Logistics Squadron 39, located at Camp Pendleton, Calif., received the Phoenix award in the medium category.
The U.S. Air Force 437th (active duty) and 315th (reserve) Airlift Wings at Charleston Air Force Base, S.C., and the U.S. Navy's aircraft carrier U.S.S. Enterprise won the award in the large category.
