THE FEDERAL DIARY--President Clinton is expected to sign legislation that will allow NASA to offer maximum $25,000 buyouts to selected employees (The Washington Post).

ETHICS--A recent guilty verdict against a major California agricultural cooperative that paid for gifts to then-Agriculture Secretary Mike Espy "sharply outlines the risks facing Washington lobbyists who try to ingratiate themselves with government officials with gifts or services" (The Washington Post).

JOBS--Despite continued layoffs and corporate restructuring that has resulted in massive job cuts, the nation's demand for managers is booming (The Wall Street Journal).

OTHER VIEWS--Proposed military medical plan would allow nonactive-duty beneficiaries to enroll in FEHBP (News Tribune, Tacoma, WA, August 19)...FEHBP is a model health program (American Medical News, Chicago, IL, September 2).
