EXECUTIVE MEMO

In Brief

  • Make Way for Executives. It's official: Senior Executive Service candidate certifications are good in perpetuity. A Sept. 4 Federal Register notice announced that the three-year limit on such certifications has been lifted. The notice also sets new criteria for training programs to develop new supervisors and candidates for management positions.
  • A Voice on Pay and Partnership. Gary Divine, the new president of the National Federation of Federal Employees, also gets seats on the National Partnership Council and Federal Salary Council. Before ascending to the top of the union, Divine worked for the Army Corps of Engineers.
  • Party Hearty. The government's ethics rules have been amended so you can hit the party circuit, just as long as the soiree is big and diverse enough. If there will be more than 100 people at the event and tickets are worth $250 or less, you can accept a free invite from someone other than the sponsor, says the Office of Government Ethics.
