The Bush administration has mandated that agencies use performance-based budgeting on selected programs in the fiscal 2003 budget cycle, according to the 2002 budget unveiled Monday.
The Office of Management and Budget has ordered agencies to submit lists of jobs considered “inherently governmental” with their 2001 FAIR Act inventories--a move that could lead to more outsourcing.
