Human capital officers weigh challenges

In a recent issue, Government Executive highlighted the challenges facing the government's chief human capital officers, among other top federal officials.

In connection with that issue, we conducted a panel discussion at the National Press Club in Washington with three key figures in the federal personnel community:

• Linda Springer, head of the Office of Personnel Management.
• Gail Lovelace, chief human capital officer at the General Services Administration.
• Reginald Wells, chief human capital officer at the Social Security Administration.
