INFORMATION TECHNOLOGY

The CIO Council consists of 28 CIOs from the largest federal departments and agencies, plus representatives of small agencies, oversight offices and information technology-related boards. The large-agency CIOs, only 11 of whom were in the same jobs two years ago, are listed here.

Anne F. Thomson Reed
Agriculture
Became CIO in 1996 after serving as USDA's deputy assistant secretary for administration. Worked in financial management for Navy 1981-1993. Chaired CIO Council committee on interoperability of federal systems.

Lt. Gen. Gregory S. Martin
Air Force
CIO and Air Force acquisition executive since 1998. Assigned, since 1995, to Air Force headquarters. 1970 Air Force Academy graduate. Flew 161 combat missions in Southeast Asia in 1970s, then commanded several units.

Lt. Gen. William H. Campbell
Army
CIO and director of information systems for command, control, communications and computers since 1997. 36 years' experience and training in IT, program management and military leadership, including 10 years as Army acquisition executive.

Roger W. Baker
Commerce
Joined Commerce in 1998 from Meta Group, where he was an electronic commerce consultant. As a vice president of VISA International, developed and managed the VISA online banking system. Was a manager with IT companies.

Arthur L. Money
Defense
Moved from Air Force acquisition and CIO post to Pentagon in 1968. Also is senior civilian official for command, control, communications and intelligence (C3I). 33 years of management and engineering experience in the defense electronics and intelligence industry.

John M. Gilligan
Energy
Career Air Force manager. Joined DOE as CIO in 1998 after six years as battle management program manager. Received Presidential Rank Award and other recognition for his work. Predecessor moved to Customs Service.

John J. Callahan
Health and Human Services
Assistant secretary for management and budget and chief financial officer since 1995. Delegates many CIO responsibilities to deputy, Neil Stillman. Senate staffer 1979-1995. National Conference of State Legislatures 1974-1979.

Gloria R. Parker
Housing and Urban Development
Moved to HUD in 1998 from Education, where she was deputy CIO. 17 years with IBM Corp. in sales and marketing management. Also was a consultant and worked for another computer maker before joining Education in 1994.

Darryl W. White
Interior
Spent 25 years as civilian Army employee before becoming deputy CIO at Interior in 1997, CIO in 1998. Senior manager with Army Support Group in Saudi Arabia during Operations Desert Storm and Desert Shield.

Stephen R. Colgate
Justice
Assistant attorney general for administration. Joined department in 1987 as deputy assistant attorney general for information and administrative services. Delegated many CIO responsibilities to deputy, Mark Boster, before Boster's retirement this year.

Patricia Lattimore
Labor
Assistant secretary for administration and management since 1997. Was deputy assistant secretary in 1995-96. Joined Postal Service upon high school graduation in 1964. Has worked primarily at Labor and the Office of Personnel Management. Was acting OPM director in 1993.

Daniel E. Porter
Navy
Career Navy manager. CIO since 1998. Previously was assistant deputy chief of naval operations for logistics. Navy acquisition reform executive 1994-1998. Also headed undersea warfare acquisition and development programs.

Fernando Burbano
State
CIO and head of the newly formed Bureau of Information Resource Management since 1998. Joined State from the National Library of Medicine, where he was director of computer and communications systems and director of information systems. Served with Peace Corps 1990-1993.

Eugene K. Taylor Jr. (Acting)
Transportation
Acting CIO since June 1998. Joined Transportation in 1987 and became head of information resources management. Has background in financial systems. Received Presidential Rank Award.

James J. Flyzik
Treasury
Career Treasury manager specializing in communications systems. Deputy assistant secretary for information systems and CIO since 1997. Spent 15 years with Secret Service. Led National Performance Review IT Team. Is vice chairman of governmentwide CIO Council.

Harold F. Gracey Jr. (Acting)
Veterans Affairs
Acting CIO and acting assistant secretary for information and technology since June 1998. Federal manager since 1970; at VA since 1983. Most recently was VA chief of staff. Will become deputy CIO when CIO is hired.

Richard C. Nygard
Agency for International Development
Deputy assistant administrator for management and CIO since 1998. Rejoined AID in 1989 as budget director after five years with State Department at United Nations and nine years with Office of Management and Budget.

John P. Young
Central Intelligence Agency
Career CIA manager; CIO since 1998. Began CIA career as intelligence analyst. Moved into program evaluation and management. Background in economics and export controls. Received Intelligence Medal of Merit in 1997.

Alvin M. Pesachowitz
Environmental Protection Agency
Career EPA manager; CIO since 1996. Has been budget director, an acting assistant administrator and information resources management director since 1971. Was vice chairman of CIO Council.

G. Clay Hollister
Federal Emergency Management Agency
CIO and associate director for IT services since 1996. Joined FEMA's U.S. Fire Administration in 1977. Background in television production, communications and disaster response.

Shereen G. Remez
General Services Administration
Promoted from assistant CIO to CIO in 1997. Joined GSA from Health and Human Services. Background in communications. A leader in IT capital planning. Predecessor retired.

Lee Holcomb
NASA
CIO since 1997. Joined NASA aeronautics staff from Jet Propulsion Laboratory in 1975. Background in aerospace engineering, high-performance computing and program management. Predecessor retired after one year in job.

Linda P. Massaro
National Science Foundation
CIO and director of information and resource management since 1996. Held management posts at State and Agriculture and worked in personnel and systems for Marine Corps. Background in math and engineering. Received Presidential Rank Award.

Anthony J. Galante
Nuclear Regulatory Commission
CIO and member of NRC Executive Council since 1997. Joined NRC after 28-year career with Mobil Corp., including large-scale project management and the company's corporate information systems.

Janet L. Barnes
Office of Personnel Management
CIO since 1995. Was IT chief at a Commerce agency and the Pension Benefit Guaranty Corp. Headed revenue management systems at MCI Communications 1981-86.

Lawrence E. Barrett
Small Business Administration
Career SBA IT manager; became assistant administrator for information resources management in 1990. Began federal career with Army in 1973.

John Dyer
Social Security Administration
Principal deputy commissioner, chief operating officer and CIO since 1996. Joined SSA in 1988 from Health Care Financing Administration. 11 years with Office of Management and Budget. Received Presidential Rank Award.

(Not included is Donald Rappaport, who also is the chief financial officer at Education. His department was hiring a full-time CIO as Government Executive went to press.)
