Obama proposal would boost budgets of most agencies

President Obama on Thursday released an outline of his fiscal 2010 budget. The $3.55 trillion proposal would increase the base discretionary budgets of most agencies from their 2009 levels. The complete fiscal 2010 budget will be released in the spring.
