President Obama’s budget proposal Monday will leave the Medicare, Medicaid, and Social Security programs largely unchanged, though will offer a slew of other measures to trim the federal budget deficit, the Wall Street Journal reports. The three programs represent an increasingly growing share of the federal budget.
