GSA names new public buildings chief

Washington lawyer David L. Winstead will take over as commissioner of Public Buildings Service.

The General Services Administration announced Monday that Washington lawyer David L. Winstead has been appointed to serve as the next commissioner of the Public Buildings Service.

Winstead is a partner with the law firm of Holland & Knight, specializing in real estate, transportation, public law and government procurement. He also has served as Maryland's secretary of transportation and executive director of the Washington/Baltimore Regional Association, a private sector economic development alliance.

Winstead "will bring a great deal of professionalism and experience to this position," said GSA Administrator Stephen A. Perry.

"I am honored by the opportunity to serve the president as a member of Administrator Perry's management team, and look forward to advancing the mission of the Public Buildings Service--providing workspace solutions to federal customer agencies and the best value to the taxpayer," said Winstead.

Winstead replaces F. Joseph Moravec, who left the agency Aug. 1 after serving four years as PBS commissioner.

PBS oversees an inventory of 340 million square feet of workspace for 1 million federal employees in more than 8,000 public and private buildings nationwide.
