GPRA Timetable

Managers are stretching to measure up as Government Performance and Results Act strategic plans come due this fall.

xecutive agencies-but not the CIA, the Panama Canal Commission, U.S. Postal Service or the Postal Rate Commission-must meet the following Government Performance and Results Act deadlines:

  • Agency five-year strategic plans, including mission statements, are due to Congress and the Office of Management and Budget Sept. 30 and must be updated every three years. OMB wants to see the plans 45 days in advance of the deadline.
  • Annual performance plans, including proposed performance measures, are due to OMB this fall, with the first overall federal performance plan due in February 1998 with the President's fiscal 1999 budget. When they go to Congress with the budget, the governmentwide and individual agency performance plans will become available to the public.
  • Agencies must submit annual performance reports. The first ones, for fiscal 1999, are due at OMB and Congress by March 31, 2000. Agencies must report on their progress toward their annual performance goals, explain the reasons for unmet goals and describe how they will meet or replace them.
