Senate sets allocations for fiscal 2004 spending bills

The Senate Appropriations Committee Thursday set its 302(b) allocations for fiscal 2004 appropriations bills, with only slight differences from the corresponding House numbers.

Six of the 13 spending bills have the same allocations in both the Senate and House. Senators made the Foreign Operations spending bill the big winner, giving it $973 million more than the House did, while also adding $233 million to the Energy and Water spending bill, $100 million to the Legislative Branch bill and $29 million to the District of Columbia spending bill.

The biggest losers under the Senate numbers will be the Commerce-Justice-State and Homeland Security appropriations bills, with the Senate allocation for Commerce-Justice-State $900 million below the House number and Homeland Security $890 million below the House. The only other Senate allocation set below the respective House number is for the Labor-HHS appropriations bill, which will get $445 million less.
