HUD software acquisition process called 'immature'

Software acquisition practices at the Department of Housing and Urban Development are "immature," putting the department's programs at risk, according to a new General Accounting Office report.

The report, "HUD Information Systems: Immature Software Acquisition Capability Increases Project Risks" (GAO-01-962), concluded that while HUD has some strengths in its software acquisition process, it also has several weaknesses in key areas. The report was requested by Sen. Wayne Allard, R-Colo.

GAO found that many parts of the process are "ad hoc, sometimes chaotic and not repeatable across projects."

The weaknesses, it concluded, could lead to computer systems that do not meet the information needs of management and staff, do not provide support for needed programs and operations, and cost more and take longer than expected to complete.

The GAO report said HUD is aware of the software weaknesses and has committed to improving its acquisition process.
