President Clinton has issued an executive order instructing federal agencies to begin aggressively recruiting Hispanics.
The order, released late last week, directs department and agency heads to establish and maintain recruitment and career development programs for Hispanics and mandates the creation of an Interagency Task Force and agency advisory councils on hiring Hispanics.
Hispanics make up only "6.4 percent of the federal civilian workforce, roughly half of their total representation in the civilian labor force," Clinton said in the order.
The order also recommends agencies conduct outreach efforts, implement management training efforts on diversity issues and incorporate diversity recruitment accountability measures in performance plans.
Clinton's order also directs the Office of Personnel Management to take the lead in promoting diversity to agencies and issue a yearly report with findings and recommendations on the progress of Hispanic recruitment in the federal workforce.
