Budget reform bill may be postponed in House

House Majority Leader Dick Armey, R-Texas, Tuesday indicated that a budget process reform bill scheduled for consideration this week could be pushed off the schedule due to the objections of some appropriators.

Armey said negotiations with Appropriations Committee Chairman Bill Young, R-Fla., were ongoing, and noted many appropriators object to biennial budgeting and to an automatic continuing resolution provision in the bill offered by Rules Committee Chairman David Dreier, R-Calif.

"While we ask so much of the appropriators, we also want to be accommodating to them when they have a concern," said Armey.

If the measure were postponed, action on the Conservation and Reinvestment Act could run over into Wednesday and Thursday; the House has not scheduled legislative business Friday.

Armey said next week the House would consider an Internet access bill, and the following week it would consider legislation to repeal the telephone excise tax.
