People: FAA execs on the rise

The Federal Aviation Administration isn't just moving planes, it's moving several of its top people into new positions. The agency has recently announced several promotions, including:

Joan Bauerlein, FAA's director of international aviation for the last ten years, has taken an assignment as part of an executive exchange program as the senior advisor for transportation at the InterAmerican Development Bank. The assignment is in support of Transportation Secretary Rodney Slater's "Partnership for Safer Skies with Latin America" initiative. In her new position, Bauerlein will work on aviation infrastructure programs in Latin America and the Caribbean.

Steve Wallace, who has been the FAA's representative in Rome for the last several years, has been named director of the agency's Office of Accident Investigation. Wallace replaces Dave Thomas who retired last year.

Bill Peacock, air traffic division manager in New England, has been named program director of traffic tactical operations and Jack Kies, tactical operations manager at the Systems Command Center in Herndon, Va., has been selected as Peacock's deputy.

Paul Longenbach, formerly head of the organizational development team in FAA's human resources office, has been named director of organizational learning and development. Longenbach replaces Carson Eoyang, who left the agency.

Charlie Huettner has been named senior policy advisor for aviation at the Office of Science Technology Policy in the Executive Office of the President.

Elsewhere in government...

Skila Harris and Glenn L. McCullough Jr. of Tupelo, Miss., have been sworn in as the 25th and 26th directors on the Tennessee Valley Authority Board. McCullough, who has been mayor of the city of Tupelo since 1997, previously was director of the Mississippi office of the Appalachian Regional Commission. Harris, the first woman to serve on the TVA Board, has worked for the Energy Department as executive director of the Energy Advisory Board.

Bob Welch, formerly the top procurement official at the Commerce Department, has joined Acquisition Solutions, Inc. The company provides acquisition consulting and support to federal agencies. Welch joins as the new vice president for government operations.

Mary Ellen Joyce has joined the Brookings Institution as a senior staff member in the Center for Public Policy Education. Most recently, Joyce was a Washington representative for the American Petroleum Institute. She has also worked as executive assistant to former New Hampshire Governor John H. Sununu. At Brookings, Joyce will design and programs for business and government executives on policy and current issues.
