Comings and Goings: OMB's loss is KPMG's gain

The Acting Controller at the Office of Management and Budget's Office of Federal Financial Management is joining a long list of federal executives to leave the public sector for consulting. Norwood J. Jackson will join KPMG LLP, an accounting, tax and consulting firm, as a senior director of financial advisory services. He will be rejoining G. Edward DeSeve and Ronald Longo, both former OMB execs who now work at KPMG. Jennifer Luray, former deputy assistant to the President and director of women's initiatives and outreach at the White House, is joining the office of Sen. Barbara Mikulski's, D-Md. In her new role, Luray will oversee legislation and policy and serve as an advisor to the dean of women senators.

A power handover recently took place at the Defense Logistics Agency's Defense Logistics Support Command. Rear Adm. David P. Keller, relinquished his title of first commander to Rear Adm. Daniel H. Stone. The command procures, stores and distributes spare parts for all of the military services. Keller is moving on to the Pentagon to serve as director of the Supply Programs and Policy Division for the deputy chief of naval logistics operations. Stone formerly served as commander of the Defense Supply Center in Richmond, Va.

The National Defense University suffered the loss of one of its best talents, Dr. Hans Binnendijk, recently. Binnendijk was director of NDU's Institute for National Strategic Studies for five years. He has now been appointed as special assistant to the President and director of defense policy and arms control. Ambassador Robert Oakley will fill Binnendijk's shoes until a new director is found. NDU is the nation's premier joint military education center.

Dr. Frank F. Pilotte is retiring from the Air Force Technical Applications Center, at Patrick Air Force Base, Fla. The AFTAC consists of 14 detachments and locations worldwide that monitor foreign compliance with nuclear weapons testing treaties. Pilotte worked with the agency for 37 years and was the highest ranking civilian at AFTAC and Patrick Air Force Base, in Fla.

B.J. Thornberry, Department of Housing and Urban Development Deputy Secretary Saul Ramirez's right-hand man, is leaving to become executive director of the Democratic Governors' Association. She will replace Katy Whalen. In previous roles, Thornberry has served as executive director of the Democratic national committee and as deputy chief of staff at the Department of Interior.

Also leaving HUD is Steven A.Cohen, deputy assistant for public affairs. Cohen, who worked in the White House press office and in Hillary Rodham Clinton's office, is joining a public relations firm.

Raul Santa Ana is retiring after 50 years in the Air Force supply career field. Santa Ana, chief of the 437th Supply Squadron's Materiel Management Flight, officially retired Aug. 31 after 26 years of active duty service and 24 years as a Department of Defense civilian employee.
