Comings and Goings: From union to university

National Treasury Employees Union president Robert M. Tobias will soon join American University as a practioner in residence. In that role, Tobias will study public policy and teach at AU's School of Public Affairs. Tobias has led NTEU, the nation's largest independent union of federal employees, for 16 years. He will not seek reelection next month. Tobias will also begin writing a bi-monthly column on labor-management relationships for Government Executive.

Brian Lane, director of the corporate finance division at the Securities and Exchange Commission, is leaving the government for the private sector. Lane has worked at the SEC for 16 years. As director of the division, Lane handled issues such as financial disclosure by publicly traded companies. He has agreed to stay with the agency until his replacement is found.

There's a new face around the U.S. Army's Communications-Electronics Command (CECOM). Col. Michael R. Mazzucchi assumed the roles of deputy to the commanding general for acquisition and director of CECOM's systems management center earlier this month. Mazzucchi last served as director of the Whitfill Central Technical Facility at Fort Hood. In his new role, Mazzucchi will manage acquisition, testing, product improvement and fielding of various information management and electronic warfare systems.

Capt. Alan D. Anderson of the National Oceanic and Atmospheric Administration Commissioned Corps has retired after 27 years of service with the agency. Anderson last served as commanding officer of the NOAA ship Rainier, the only ship on the West Coast that does major hydrographic surveys for nautical charts. During his time at NOAA, Anderson received six awards for outstanding performance, including a bronze medal- NOAA's highest award.

Virginia Allen, the first woman conductor of the U.S. Military Academy Band at West Point, N.Y., is joining the conducting faculty of the Julliard School beginning next year. Allen, a retired Army lieutenant colonel, is considered a pioneer for women in military bands. She was also the first woman conductor of the U.S. Army Field Band and Soldiers' Chorus in Washington.

Kudos to two Tobyhanna Army depot, Pa., division chiefs, who have earned Army Materiel Command (AMC) level awards. Randy Didier, chief of the depot's Environmental Management Division, was awarded the AMC's 1998 Directorate of Public Works Support Executive of the Year award for his efforts to save money at the depot. William L. Leonard Jr., chief of Tobyhanna's engineering division, earned runner up for the 1998 Engineering Plans and Services Executive of the Year award.

Leonard was credited with improving customer relations through timeliness and cost containment. Tobyhanna Army depot is the Defense Department's largest facility for repair, overhaul and fabrication of hundreds of communications-electronics systems.
