Comings and Goings: DOE gets new security chief

Energy Secretary Bill Richardson has named retired Gen. Eugene E. Habiger as director of a new high-level Office of Security and Emergency Operations at the department. Habiger, the former commander-in-chief of U.S. Strategic Command, retired from the Air Force in 1998.

Rear Adm. Nicholas A. Prahl recently took command of the National Oceanic and Atmospheric Administration's Atlantic and Pacific Marine Centers. Prahl was confirmed for this position by the Senate in May and has been running the Atlantic Marine Center since then. He now takes over as director of the Pacific Marine Center in Seattle, Wash., as well, upon the July 1 retirement of Rear Adm. John C. Albright.

Enrique Figueroa, administrator of the Agricultural Marketing Service at the Agriculture Department, has been promoted to undersecretary for marketing and regulatory programs at USDA. Kathleen Merrigan, a former Senate Agriculture Committee aide, is expected to be appointed to replace Figueroa as AMS administrator.

President Clinton has announced his intention to nominate Sally Katzen to be deputy director for management at the Office of Management and Budget. Katzen is currently the deputy assistant to the President for economic policy and deputy director of the National Economic Council. Once confirmed, Katzen will oversee the Office of Information and Regulatory Affairs, the Office of Federal Procurement Policy and the Office of Federal Financial Management at OMB.

Scott Fosler, president of the National Academy of Public Administration, has announced he will resign as of January 2000. Fosler has been president of NAPA for eight years, a record for any NAPA president. He plans to spend more time on his writing career after he steps down. NAPA is an independent, nonpartisan organization chartered by Congress to work on improving the design and operation of government.

Kudos to Sallyanne Harper, chief financial officer of the Environmental Protection Agency, who recently was honored with the Association of Government Accountants' Frank L. Greathouse award. The award recognizes feds who demonstrate outstanding leadership and make notable contributions to financial management. Harper has worked at EPA since 1987 and has helped implement automation efforts and administrative reforms at the agency.

Anthony J. DeLuca is the first federal procurement officer to win the Frances Perkins Vanguard Award for exemplary use of women-owned small businesses. DeLuca has been director of the Air Force Office of Small and Disadvantaged Business Utilization since 1990. The award recognizes agencies and procurement officals who promote the use of women-owned small businesses as prime contractors and subcontractors.
